I have a solution to this doping nonsense The owner is actually liable through the authority to act form he or she signs over to the trainer so I say make the owner liable for all bets struck with the tote and any bookmaker and you will quickly see doping dry up can you imagine being liable for say one to two bar in winning bets paid out
Ultimately the owner allows or doesn't allow his or her trainer to bend the rules I've been around too long to know these are the real facts
Go way back in history produce all the positives and then produce evidence of whether the owner stayed or moved yard
