My best guess is that he refers to when racing was the only permissable way to gamble in SA and before the advent of TV and the internet. Not exactly to the point but It required technology before umpires realised that the way they adjudged LBW in cricket was incorrect. What I don't agree with is fines without outcome. Im pretty sure that if one goes to prison for hitting someone part of ones sentence is rehabilitation and learning about the damage caused by hitting someone.
Imagine that one only got a fine. What good would that do? Now go a bit further and have the fines change depending on whether you hit someone in the bedroom or the bathroom.....like either hitting is bad or it's not, hitting over 12 is hitting over 12.
What about hitting in a maiden in PE with a purse of R80k
Or
A maiden in the Cape with a purse of R110k
or
A Maiden sponsored by "sponsors r us " with a purse of R500k
is / should the fine
