Those sitting on these judicial hearings are independent legal practitioners appointed by the NHA, probably with some knowledge about horse racing.
These appointees could presumably differ from case to case, hence fines could possibly not always seem to be consequent (I am astounded at times by the difference in sentences handed down by magistrates for the same offence).
Don't know much about the inner workings of the NHA in legal matters, there's a lack of transparency, perhaps due to confidentiality aspects - public not invited to hearings, no live streaming of due process and so on.
How many people make the actual decision, if more than one, is a quorum required for example, or what.
Perhaps it's all stipulated in the constitution, but I'm kinda lazy today.

Ok we have now heard from all associations in the racing industry now let's give the punters a chance to say there say ..why have the exotics rights been taken away from the TAB and given to the book makers ...so now we have the smallest pools so every bookmaker has climbed onto the band wagon ...the picksix pools before were between 3 and 3.5 million now we have the same pools as Fairview...
Do your self a favour give back the rights to the TAB ...so we can have better

In the podcast between Greg Bortz and Joa , Greg says that the reason he agrees with the NHA suspending GVN immediately after his comments was because it was broadcast live across the world and caused damage to the South African racing industry. I agree with him that other channels should have been used to air his dissatisfaction with his treatment.
However, Gavin striking Jason was also aired across the world and in my opinion caused more damage to the image of horse racing in South Africa.
How is it that Gavin is allowed to continue riding for months, earning more than enough to pay for the paltry fine that he was given.
If we want to improve our tarnished image across the world, the industry needs to do something about the board of the NHA.
Their decisions do not make any sense and it is them that is causing the most damage to our ailing
