Whilst one can appreciate that mistakes do happen, this does raise a few concerns:
Firstly, when was this picked up and that answer will lead to my next question, which is why was the horse then not disqualified?
Secondly, to say that it's probably only the second time it has happened during his tenure takes nothing away from the fact this is gross misconduct. And to then add the pending retirement is a veiled attempt at pleading for sympathy.
The racing industry is under severe pressure and these kind of issues do nothing but sway people away from the game, claiming

Guy's let US respect oom Piet Steyn and the owner's of Garrix decision by not sending Garrix to the Natal season if everyone was rocket scientist we should have been playing horses or gambling a good friend of mine a ex bookmaker also told me when horses betting get price Up the horses are In the public domain but In this case Garrix wasn't priced up for any race for the KZN season might they was antepost but it doesn't mean it was going to run I'm also sure the owner IS short or desperate for stakes purse IT was going to run

The start of the Hollywoodbets Greyville first race was delayed due to the late arrival of the medical services on course.
En route to the start it was established that the Medical Personnel had not arrived on course. Upon enquiry it was established that the Medical Personnel had not familiarized themselves with the revised times to the rescheduled

Mr. Editor why don't you show us the reason why race 1 yesterday at Hollywoodbets Greyville was run over 20 minutes past the advertised time and therefore every race after that was late ..It is in the stipes report for race 1 yesterday ..This sums up where racing is at present ..Remember we rely on overseas betting on our races to contribute towards income for our racing

Great minds think alike !!! Lets hope beyond hope sanity prevails and he gets added on next noms... last 2 horses I can recall being added late was Flagman in July ( nearly won it ) and Royal Victory in SCup... And he did take the big prize
