NHA: Notice Of AGM

National Horseracing AuthorityNotice is hereby given that the One Hundred and Thirty Third Annual General Meeting of Members will be held at the offices of The National Horseracing Authority, Turf Club Street, Turffontein, on Wednesday, 20 January 2016, at 14H30.

The meeting is being held to transact the following business:

To consider and confirm the Minutes of the Annual General Meeting of Members, held on Monday, 12 January 2015.

To consider the Report of the Chairman of the National Board of Directors for the year ended 31 July 2015.

To receive and consider the audited Financial Statements of The National Horseracing Authority of Southern Africa and the Funds held in Trust for the period ended 31 July 2015.

To appoint the Authority’s Auditors.

To transact any business which may be transacted at an Annual General Meeting.

Proposal made by Mr L Goosen:

It is proposed that Equine Herpes vaccinations are made compulsory for all racehorses in South Africa, from the age of three months.

It is proposed that all Local Conditions which guarantee runners in regions are scrapped.

It is proposed that the NHA assist in the collection of overdue veterinary fees for registered owners.

The NHA has agreed to assist trainers in collecting outstanding training fees after being notified. I have been informed that the NHRA does not assist with the collection of unpaid accounts for veterinary services rendered to registered owners.

I would like to request that the NHA reviews this decision and agrees to assist veterinarians working on registered owner’s horses if the accounts for veterinary services are unpaid after 60 days.

Motivation

As racetrack vets we are expected to apply the NHA rules. This includes vaccination protocols as well as the medication protocol, their wellbeing and soundness. Private veterinary services to the horse industry is essential for its continued survival.

National Horseracing AuthoritySince horse ownership is a luxury pastime, horse owners should be expected to settle their debts as part of the registration requirement of the NHA.

Horses belonging to owners who are not paying their vet accounts are not being vaccinated for horse sickness or influenza as required by Jockey Club rules. This point has been raised with the NHA at a recent inquiry.

It is common knowledge that the horse industry is debt ridden. The decision by the NHA to assist trainers in recovering outstanding debt should also be extended to the veterinarians servicing the industry.
