The National Horseracing Authority confirms that an Inquiry was held at its Head Office on 26 October 2016.
Trainer Mr L W Goosen was charged with a contravention of Rule 73.2.6 in that he was the trainer of the horse DOING IT FOR DAN when it was presented at the starting stalls for re-certification prior to the start of the race meeting at Vaal Racecourse on 23 June 2016 and when a specimen taken disclosed, upon analysis, the presence of Clenbuterol, a prohibited substance in terms of the Rules of The National Horseracing Authority.
Mr Goosen pleaded guilty to and was found guilty of the charge.
Taking into considering the mitigating factors presented by Mr Goosen, particularly:
· that DOING IT FOR DAN was presented for the purposes of re-certification as tractable only in regard to his behaviour in loading and standing in the starting stalls, Clenbuterol is unlikely to have had any effect on his behaviour as contemplated in terms of Rule 61.1.2;
· that this is Mr Goosen’s first offence for a contravention of Rule 73 involving prohibited substances;
and
· that the substance is a Class 4 prohibited substance
the Inquiry Board imposed a fine in the sum of R17 000, which is wholly suspended for a period of two years provided that Mr Goosen is not found guilty of any Rule relating to prohibited substances in that period.
