
Clarified. The Dynamic Dynasty saga has been concluded
The Dynamic Dynasty missing passport saga has ended with a warning for the trainer and a fine for the assistant trainer who appears to have shot her mouth off in the post race interview.
Just to recap that we reported in November that the Jaap Visser trained Dynamic Dynasty, won the second race, a Maiden Plate over 1800m, at Kimberley on 5 November 2012, by five lengths.
He had been backed from 33-1 to 9-1. His previous form on turf was diabolical and he had not earned in six previous runs. He also had no passport on course.
We approached the National Horseracing Authority at the time as we were puzzled as to why there was no mention made of the incident in the official Stipes Report and we were also alarmed at the potential abuse and implications of this apparent flagrant disregard for process. We also asked if it was an exception or the rule.
NHA CEO designate Denzil Pillay replied at the time: ” I have discussed the issue relative to the Stipe’s report with Mr Dave Durant. He acknowledged that there was an omission on the Stipes report and advised that an addendum, advising that this horse was identified using the microchip and info on our database, would be inserted in the Stipes report.”
It appears that the transport contractor had retained the passport after a dispute over an account.
Today
Pillay advised us today that an Inquiry had confirmed that the trainer of DYNAMIC DYNASTY was not in possession of the passport of this horse at the time of the race on 5 November 2012.
It was also confirmed that the passport was not available on the day of the race because it was with New Turf Carriers who had transported that horse.
The Chairman of the Central Provinces Stipendiary Board confirmed that the Passport was handed to him by New Turf Carriers which was subsequently passed on to the trainer.
It was noted that the trainer was fined R1000 for not having the horse inoculated at the time of the race.
Assistant Trainer Joanne Visser was also reminded of Rule 38.2 i.e. The PERSON responsible for the care of a horse shall ensure that he is in possession of its PASSPORT.
No further action was taken with regards to the passport.
However Assistant trainer Visser was subsequently charged for contravening rule 72.1.26 for comments made in the interview subsequent to the race. She was found guilty and fined R2000, which is wholly suspended for a period of one year provided that she is not found guilty of contravening this rule during the probationary period.
